I want to display my FPS with weakauras. Not a big deal. But it's a bit annoying that it updates every frame. So I'm asking for an event that triggers once per second. The built-in FPS display also doesn't update every frame - so I guess there is an useful event for this. It doesn't need to trigger exactly once per second. Every 0.9s or w/e would be fine too.

Turning off LUA errors is one of the worst things you can do for yourself as a WoW player. OP I would recommend that you make a list of whatever addons you had before you had installed that addon. OnEvent gets called, and the event variable is a description of the event that happened. Your loop checks to see if this event happened to be a button press. The event variable never changes, and the loop repeats forever. Another OnEvent would be called when it's released, and you can check event == "MOUSE_BUTTON_RELEASED" (or whatever it is).
Most of the useful information comes from game events, which are all passed to the frame via the generic <OnEvent> script handler. There are literally hundreds of types of Game Events, so rather than spend a lot of time passing every event to every handler, an AddOn must register its interest in a frame receiving a certain event.

When the objects event is triggered ( internally from C++ ) the event handler needs to be called. At this point I'm not 100% if I need to support multiple handlers or adding/removing handlers so I'm ignoring that for now. I'm using the LUA_REGISTRYINDEX to store the handler - the id that is returned from luaL_ref is stashed in the C data structure.

Moving the handling of GUI events outside of your project code, and into Lua scripts can add a great deal of flexibilty to your interface. Simple GUI related stuff can be easily prototyped, and modified during testing. Event handlers in Lua are just regular Lua functions that take one parameter. An CEGUI::EventArgs struct.
And you won't ever see two "OnUsed" in a row without "OnUnused" in between for an event. Multiple event registries. As you may or may not know, CallbackHandler is the workhorse of AceEvent-3.0. It is used twice in AceEvent: once for in-game events, which cannot be fired by users, and once for "messages", which can be fired by users.
